In 1825, the parish of Cacouna was created. At the request of parishioners who found themselves far from their parish church and services, canonical erection was granted on December 1, 1846 by Bishop Joseph Signay, bishop of the diocese of Quebec. A new parish was born inland under the name of Saint-Arsène. The current stone church, pride of the Arsénois, was erected in 1869 to replace a modest wooden chapel.
The municipality of Saint-Arsène was founded on June 1, 1848, providing quality services. The characteristic cooperation of Arsénois will be the secret of their success while facilitating financial support and the provision of necessary goods and services. Prioritized education is an opening to knowledge and to the world. Agriculture favored by sandy plateaus quickly became a flourishing diversified sector without forgetting dairy farming. The arrival of the railway in 1874 contributed to development. Today, a road transport company is taking over trade while providing employment. The commercial sector has become centralized in Rivière-du-Loup in recent decades where larger businesses provide work for many residents. Its geographical and economic position makes it possible to maintain a stable demographic level of nearly 1200 inhabitants divided into some 460 residential units in 2006.
